A 35-year-old cruise passenger from Reynosa, Mexico, named Yorkiss Yazbek Montalvo Ramos, was taken into custody over the weekend after allegedly engaging in lewd and lascivious conduct with a 17-year-old boy. The incident reportedly took place aboard the MSC Seascape, as reported by Miami’s Local 10 News.
In Florida, local law enforcement agencies, alongside the Federal Bureau of Investigation (FBI), possess the authority to investigate crimes committed on foreign-owned cruise ships operating in international waters, provided these vessels depart from and return to a Florida port. Officers from the Miami-Dade County Police and the Broward County Sheriff’s Office, along with prosecutors from the Florida State Attorney’s Office, are generally more inclined to seriously address such incidents compared to their counterparts in the FBI and U.S. Attorney’s Office.
